Hannibal residents plead guilty to passing counterfeit bills

Three people have entered guilty pleas to passing counterfeit $20 and $10 dollar bills in Hannibal and Bowling Green, Acting United States Attorney Michael W. Reap announced today.

According to court documents, on Aug. 6, 2009, Ronald Olivier passed a counterfeit $20 bill at a Dairy Queen in Bowling Green.  He was arrested by Bowling Green police officers.  A subsequent investigation revealed that Olivier had been in a vehicle being driven by another man.  Police discovered that the vehicle had been towed in Hannibal and had been associated with an earlier robbery.  Hannibal police stopped the same vehicle later that day.  Bobby Ray Waters was driving, and Sabrina Parks a/k/a Sabrina Inlow was a passenger.   Police discovered that she had been in a Pickadilly store in Hannibal on Aug. 5 when another counterfeit $20 had been passed.

Sabrina Renee Inlow, a/k/a Sabrina Parks, 27, Hannibal, and Bobby Ray Waters, 31, Hannibal, plead guilty Monday; co-defendant Ronald E. Olivier, 41, Springfield, Ill., plead Tuesday, Oct. 13.  All three defendants plead guilty to one felony count of conspiracy to make and pass counterfeit currency.  Olivier also plead to an additional count of passing counterfeit currency.  Sentencing has been set for Jan. 15, 2010 for Olivier; and Jan. 22, 2010 for Inlow and Waters.  They appeared before United States District Judge Donald J. Stohr.

The conspiracy charge carries a maximum penalty of five years in prison and/or fines up to five years in prison and/or fines up to $250,000; each count of passing counterfeit currency carries a maximum penalty of 20 years in prison and/or fines up to $250,000.
Reap commended the work on the case by the United States Secret Service, the Hannibal and Bowling Green Police Departments; and Assistant United States Attorney James E. Crowe, Jr., who is handling the case for the U.S. Attorney’s Office.

Hannibal Social Security moves into new space

New office features better access, improved privacy, expanded parking

The Hannibal Social Security Office begins its relocation to new space on Friday, October 23 when it closes to the public at its current location of about forty years, and reopens on Monday, October 26 at 155 Forrest Drive, Hannibal.

“On Friday,” according to District Manager Stephanie Raimer, “employees will be stationed at the old location to direct visitors to the new office. The new office will be open for business on Monday, October 26.”
She said visitors will also be given Social Security’s web address and reminded that Social Security’s online services are available at www.socialsecurity.gov.

Customers that need immediate assistance can contact Social Security’s toll free number at:

1–800–772–1213 from 7:00 a.m.–7:00 p.m., Monday through Friday. The new office will open for business on Monday, October 26, at 9:00 a.m. The telephone number at the new office is 866-331-7094.

The move was prompted by the expiration of the lease and a need for larger space. The office had outgrown its previous location, and will gain additional square footage for a larger waiting area and improved privacy for customers.
“Our new space will better accommodate our growing clientele, and allow us to provide better service to the public,” Raimer said. “Currently, we serve about 29,000 Social Security beneficiaries and almost 3,000 Supplemental Security Income recipients in Marion, Ralls, Lewis, Clark, Pike, Lincoln, Shelby, and Monroe counties, and are looking forward to serving them in a larger and more convenient space.”
The manager of Hannibal’s parent office in Moberly, Darla Rayburn, said the new building has improved privacy and expanded customer parking, which should make the office in Hannibal more accessible to the public and will help to provide them with better service.
“We are excited about this relocation and are looking forward to serving the public in our new space,” she said.

R-I Board sets date for lease purchase approval hearing

The Monroe City R-I Board of Education held its monthly meeting on Monday, Oct. 12 at the High School library. The board set the hearing date for approval of the lease purchase agreement of the C&R property adjacent to the school property. The hearing will be at 7 p.m. on Monday, Nov. 9, during next month’s board meeting.

The plan is to use the land to build an all-weather track. Monroe City R-I Superintendent Jim Masters said it was an opportunity that would benefit both the school and the community.

“It’s time we take advantage of this opportunity,” Masters said. “It would be beneficial not just for the district but for the community. It would be a point of pride for the community.”

The board also approved the transfer of $100,000 from Fund 1, the school’s general operating fund, to Fund 4, the capital projects fund, to account for checks written for the renovation of the high school. Masters said this was standard operating procedure and according to the plan for the project.

The board also reviewed the school district’s preparedness for any H1N1 virus issues. With all the media attention and rumors about the virus, the school administration is focusing on getting good, reliable information to students and staff. Masters showed the board the information that the school will send home with students, which is also on the school’s website. Masters said the school must be aware and informed, maintain contact with the organizations that would help with H1N1 issues, and then respond to what happens.

“We wanted to let [the board] know we were communicating with the public,” Masters said.
The board also reviewed results of the Quality Network Solutions survey of faculty and staff. QNS is the school’s network services provider, and the company is working to develop a plan to build and maintain a technological systems network for the school. QNS provides technological services for over 50 schools.
In other action, the board approved a contribution for the “Artist in Residence” program and looked at the budget timeline for setting the fiscal year 2011 budget.
The meeting included an administrative presentation about the three key questions facing the school district: What does the district expect students to learn? How does the district know if they’re achieving this learning? What does the district do if this learning does not occur? The presentation outlined the steps the school district is taking to answer these questions. Masters said the school is focusing on teaching the most important, essential information and then building off of that.
The board of education meetings are held on the second Monday of each month, with the next meeting scheduled for 7:00 p.m. on Nov. 9.

Monroe City Police Chief Rick Stone released the following police report for the past week.

On Oct. 13, a shoplifter was arrested at Dollar General Store. Stephanie Bue was issued for stealing.
On Oct. 14, an employee of Abel’s Convenience Store reported that someone drove off without paying for fuel. The subject later returned to pay for the fuel.

On Oct. 15, a resident reported that her daughter’s IPod had been stolen whle she was at school.
On Oct. 16, police arrested Joshua Potterfield for driving whle intoxicated, resisting arrest, excessive speed and open liquor in public.

On Oct. 16, police arrested Marshall E. Williams on a Monroe County warrant for passing a bad check. He posted bond and was released.
On Oct. 16, a report was received that individuals were transporting a child in unsecured car seats.
Police assisted with several child custody reports during the week and also assited with juveniles who did not return to their home at time.

On Oct. 16, a summons as issued to Ben J. Serenil for speeding.

On Oct. 17, police arrested Brittany E. Utterback for failure to maintain financial responsibility. She also was arrested for driving while intoxicated and possession of intoxicants by a minor.
On Oct. 17, police assisted the Monroe County Sheriff’s Department in connection with a case.
On Oct. 17, Melanie B. Shoemaker was issued a citation for failure to stop at a stop sign.
On Oct. 18, a report of burglary and tampering as received from Meyer Implement employees. The case remains under investigation.
On Oct. 18, employees of Amoco convenience store reported that a customer had driven off without paying for fuel.
On Oct. 18, someone reported a possible drunk driver traveling south on Main Street. Information was given to Monroe County Sheriff’s Department.
On Oct. 19, police arrested Jerome V. Mayfield on charges of disorderly conduct and assault on a law enforcement officer.
