Monroe County Commission

The Monroe County Commission met Oct. 7 with Presiding Commissioner Donald Simpson and Associate Commissioners Mike Whelan and Glenn E. Turner present.

Shannon Howe of Benton and Associates appeared to inquire about future county BRO Projects and to review the BEAP Study Program.

Norman Lute appeared to request gravel on a county road.

Dean Lay and Layne Colgrove of Bross Construction, Dan Buckman and Matt Walker of Great River Engineering and Skip Wilson of MoDot, appeared for a pre-construction conference on the BRO(34) Bridge Project 198, located on the Florida road. Bridge removal, signage, public notification and work schedules were all reviewed. The commission approved the contract for this project between Chester Bross Construction and Monroe County. The commission then issued the notice to proceed to be dated Oct. 12.
Charles Holland of the University of Missouri Extension appeared to notify the commission of an upcoming "Showcase of MU Extension Education Programs and Faculty" at North Shelby School on Oct. 12.


The commission met again Oct. 5 with Presiding Commissioner Simpsonand Associate Commissioners Whelan and Turner present.
Dan Buckman of Great River Engineering contacted the commission in regard to the 205 (Columbia Bridge) expected completion date.
Rudy Yutzy of Rudy's Roofing was contracted by the commission to review the proposed work to the auxiliary Road and Bridge Building and to examine again the warranty work to be completed on the courthouse roof.
Arnold Sharp of Sharp Excavating was contacted by the commission to inquire about the start date on the low water crossing to be replaced on County Road 930.
The commission and county clerk reviewed the amendments being proposed to the county's budget.

Smith, Florissant allowing person under seven on watercraft without floatation device, $123.
Circuit Court

Andrew L. Cook, Fayette, speeding 64 mph, $200.50; Robert B. Johnson, Allan, Texas, non-resident fishing without a fishing license, $70.50; Jessica M. Farmer, Shelbina, speeding 59, $20.50; Donald D. Johnson, Paris, speeding 59, $200.50; Julie A. Foster, Pittsfield, Ill., speeding 59, $200.50; Xudong Fan, Columbia, speeding 65, $200.50; Mitchell L. Drew, New London, passing bad check; Earl D. Wolfe, Madison, consumed alcoholic beverage while operating motor vehicle, $30.50; Daniel C. Hubbard, Centralia, speeding 83, $280.50 driving without a valid drivers license, $100.50; Jessica M. Barney, Fayette, driving while intoxicated - prior offender, $300 fine and sentenced to serve six months in Monroe County Jail.

Ralls County Commission

The Ralls County Commission met Oct. 5 with Presiding Commissioner George E. Lane and Associate Commissioners Steven H. Whitaker and Ernest E. Duckworth attending, in addition to County Clerk Ernest E. Duckworth

The commission discussed general road maintenance. The commission met with David Polc in regards to the bridge at Ilasco. The commission met with Bill Bowman in regards to the flood buy-out. He was also looking for a place to store some records.
Commissioners also met with Richard Stilley and Dennis Spalding in regards to Accutherm Inc. tax bill. The commissioners said they would review this.
The commission also met on Oct. 1. Commissioners read a petition to vacate a road. Twelve residents of Jasper Township had petitioned the commission to vacate part of Arkansas Drive south of Missouri Highway Y.

Brad Ritter

Captain John W. Elliott, commanding officer of Troop B, Macon, announces the transfers of four troopers effective Oct. 1.

Trooper Bradley Ritter will transfer from Troop H, Zone 2, Nodaway and Worth counties, to Troop B, Zone 9, Marion and Ralls counties.  He is a native of Monroe City, and a graduate of Monroe City High School.  He holds a bachelor’s degree in criminal justice from Culver-Stockton College in Canton, and prior to his appointment to the patrol he served as a recreation officer for the Missouri Department of Corrections.  He was appointed to the patrol on Jan. 7, 2007, and after graduating from the Patrol Academy was assigned to Troop H, Zone 2, Nodaway and Worth counties.  He is married to Deidre (Keithley) Ritter and they have one son:  Hagan, 20 months. The Ritters have moved to Monroe Çity, bought a house on North Main Street and she has accepted part-time employment at the office of Dr. Richard Hull.

Ritter is the son of Patti Friedlein Stone and the late Terry Ritter.

Trooper Kyle Easley will transfer from Troop C, Zone 7, Warren County, to Troop B, Zone 10, Monroe and Randolph counties.  He is a native of La Plata, and a graduate of La Plata High School.  Trooper Easley holds a bachelor’s degree in agriculture science from Northwest Missouri State University in Maryville and an associate’s degree from Mineral Area Community College in Farmington.  He was appointed to the Patrol on Jan. 8, 2006, and after graduating from the Patrol Academy was assigned to Troop C, Warren County.  He is married to Miranda (Travis) Easley.
Trooper Cary Porter will transfer from Troop B, Zone 11, Monroe and Randolph counties, to Zone 5, Adair and Schuyler counties.  He is a native of Warsaw, Ill., and a graduate of Warsaw Senior High School.  Prior to his appointment to the patrol he worked at an agricultural business.  He was appointed to the patrol on Jan. 7, 2007, and after graduating from the Patrol Academy was assigned to Troop B, Zone 11, Monroe and Randolph counties.  He is married to Tonya (Miller) Porter and they have three children:  Kelsey, 13; Jessica, 11; and Nicholas, 9.
Trooper Chad Primm will transfer from Troop H, Zone 7, Clinton and Caldwell counties, to Troop B, Zone 11, Monroe and Randolph counties.  He is a native of Macon, and a graduate of Macon Co. R-1 High School.  Trooper Primm holds a law enforcement certificate from Moberly Area Community College in Moberly, and prior to his appointment to the patrol served as a Macon city police officer for over eight years.  He was appointed to the patrol on Jan. 8, 2006, and after graduating from the Patrol Academy was assigned to Troop H, Zone 7, Clinton and Caldwell counties.  He is married to Deana (Shatzer) Primm and they have three children:  Jacob, 10; Alex, 9; and Conner, 1.

Monroe City Police

Monroe City Police Chief Rick Stone reported the following activity for the past week.

Police assisted the Hannibal Police Department with an investigation.

Police dealt with several juvenile reports including missing juveniles and missing bikes. A juvenile reported missing was found to be hiding in a closet at 726 S. Oak St. Police also assisted with a dispute between parents regarding custody issues of a juvenile.
Carrie L. Lewis was issued a summons for speeding on Oct. 6.
A report of theft was reported at Dollar General Store on Oct. 8. An individual was reported to have attempted to take some items without paying for them, but did not leave the store. The individual was banned from the store.
On Oct. 9, police were called to a dance at the high school in reference to possible drug use.
A report of a hit and run at 608 N. Main St. was reported, but police found no fault in the accident.
Jennifer L. Çousens was arrested on Oct. 12 for driving while revoked and driving while intoxicated.
