Possible change of venue in Monroe County case

There have been recent developments in the case involving four suspects in the beatings of Drew Bartels and Jerome D. Herrin, who later died, in Monroe County.
Lucas Summers, 26, of Macon, is awaiting a 9:30 a.m. Thursday, July 9 court hearing to determine a possible change of venue on first-degree assault of Bartels and Herrin. Toxicology results for Herrin have not been released.
Probable cause was found in the preliminary hearing of Charles Webb, 20, of Shelbyville, during his preliminary hearing June 11. His case has been bound over to the Monroe County Circuit Court for his arraignment 9:30 a.m. Thursday, July 9 at the Monroe County Courthouse.
Donald Fuller III of Clarence will also have his day in court with an arraignment scheduled for the same time as Webb.
Michael Flowers, 22, of Macon, who is allegedly involved in the assault, is still scheduled to have a preliminary hearing at 1:30 p.m. Friday, June 29.

Monroe County Sheriff’s Report

The Monroe County Sheriff’s Department responded to the following calls.
One June 17 a domestic dispute in Santa Fe was reported with no charges filed.
No charges were filed in a case of a child dialing 911 and then hanging up.
Deputies received a call of a possible domestic dispute in Paris. When deputies arrived, the disruptive party had already left the scene. No charges were filed.
On June 18 officers received a careless and imprudent driving complaint on Route V. The vehicle was located and everything was fine.
There was a vandalism complaint from Duncan’s Bridge area where a mailbox had been vandalized.
A complaint was made regarding fireworks being shot out of a vehicle south of Paris. The vehicle was not located.
On June 19 deputies received a call of a possible assault near Indian Creek area. Deputies discovered the assault had occurred on the Ralls County side of the lake and referred prosecution to Ralls County.
There was a complaint of cattle on Highway 24 near Madison. Owners were located and cattle penned up.
On June 20 there was a complaint of a dog that as damaging property in Paris. The dog was located and placed in the Paris pound.

Arrests:
June 15 Devin Beamer, warrant, posted $2,500 bond;
June 15 William Eddleman, Pulaski County warrant, released to Pulaski County;
June 21 Leroy Burke, probation and parole warrant, no bond;
June 21 Caleb Starnes, driving while suspended, posted $750 bond.

Commission discusses 911 operations

The Monroe County Commission Monday, June 22 meeting got underway with a meeting with 911 coordinator Sam Curd in which an extensive review of weekend 911 operations was performed.
Keith Holohan discussed needed maintenance on County Road 1040.
Shelby County Presiding Commissioner Glen Eagan discussed a road drainage problem that Shelby County requested assistance from Monroe County to correct.
The commission reviewed the daily reports from Great River Engineering on Bridge 205/Columbia Bridge and BRO-446(33)/Otter Creek Bridge.
Dr. Warren Hagan contacted the commission to discuss the Mark Twain Birthsite Trail.
In its Friday, June 19 meeting the commission approved the Child Support Enforcement Cooperative Agreement between the state and county. This agreement with the state allows for mutual support to provide child support enforcement services.
The commission approved the supplemental agreement between the Missouri Department of Social Services, Family Support Division and the counties of Marion, Monroe, Ralls and Shelby. The agreement with the state allows for the provision of child support services.
Sam Curd met with the commission to discuss 911 operations and personnel issues.
Road Supervisor Mike Minor reviewed road and bridge operations as well as planned maintenance and new projects.
Mark Miles, deputy director and state historic preservation officer with the Missouri Department of Natural Resources, to seek guidance on a planned grant application.
