Monroe County Commission

The Monroe County Commission
started its day of business
Monday, June 8 by contacting
Bonnie Higdon with the Missouri
Department of Natural Resources
to discuss the Mark Twain Birthsite
Trail.

Mike Fuller and Dave Null with
Consolidated Electric Cooperative
appeared to alert the commission
that right-of-way maintenance
crews will be operating in the
Monroe County area.

The commission conducted a
pre-construction conference for the
bridge replacement project 446-33.
Attending were Layne Colgrove
and Dean Lay representing Chester
Bross Construction Company;
Dan Buckman and Kelly Henderson
with Great River Engineering;
Beth Brown, with the MoDot and
Monroe County Road Supervisor
Mike Minor. The commission and
those in attendance reviewed the
last minute details relating to the
construction of the bridge.

Janice Robinson with NECAC
appeared to update the commission
on the Homelessness Prevention
and Rapid Re-Housing Program to
start the Friday, June 5 meeting.
Sheriff David Hoffman and Julie
Cullom appeared to discuss operations.
The commission processed routine
payroll and invoices.

The commission contacted Angel
Long with Faithwalk Ministries
to discuss the HPRP.
The Monroe County Commission
got underway with 911 Coordinator
Sam Curd to review 911
operations during its Monday, June
15 meeting. Personnel issues were
discussed along with the issues related
to the mapping capabilities.
Sheriff David Hoffman reviewed
Sheriff Department operations
with the commission.

James Lowe of the Clean Uniform
Company was contacted to
resolve issues related to uniform
contracts.

Matt Walker with Great River
Engineering contacted the commission
in regard to the BRO soft
match credit balance. The April
balance should be $112,000 with
$8,000 of that to be expended on
the BRO 446 (33) project over Otter
Creek. Concrete mixes for the
BRO 446-33 were also discussed.
Mark Miles with the Missouri
Department of Natural Resources
discussed the time line for the next
round of grant calls for the MHPP.
Mike Kettlekamp with Kettlekamp
Architects to discuss estimates
for the master plan to be ready for
the MHPP Grant call.

Fire Chief Steve Jones appeared
to review the report on the LEPC
training exercise.

The Friday, June 12 meeting began
with a meeting with Hoffman
to review a grant application to the
Recovery Act-LLEBG/LAG program.
The commission approved
the grant application that would be
used for better emergency lighting
on Sheriff Department vehicles.
Walker provided the engineer’s
report for the Santa Fe Street that
has been petitioned to be vacated.
The commission also approved
and submitted fi nal plans and local
force proposal for BRO-069 (34)
or 198-34.

Dr. Warren Hagan spoke with
the commission regarding the
Mark Twain Birthsite Trail. The
quitclaim deed on donated land
and the documentation of in-kind
volunteer labor was discussed.
The commission traveled to
the Mark Twain Birthsite Trail
and then traveled to Monroe City
to attend to some details to assist
with the upcoming Resource Fair
to be held June 17 at the Knights
of Columbus Hall. The Resource
Fair’s hours will be from 10 a.m.
to 6 p.m.

Mark McNally was appointed to
the Senate Bill No. 40 Handicapped
Board by a letter from the commission.
The term will run from June 1
through May 30, 2012.
Billy White was contacted to
request brush cutting on County
Road 1033.

The commission approved the
bid request documents for the recycling
trailers to be utilized as a
new recycling location in Madison
and as a switch out trailer for both
Paris and Madison. The trailers
will be partially funded by a grant
from the Mark Twain Solid Waste
District.

The commission met with
Charles Holland with University
Extension, who furnished data related
to economic activity.

Monroe County Sheriff

The Monroe County Sheriff's
Department responded to the following
calls.

On June 9 deputies responded
to a domestic dispute in Madison
with no charges filed. One subject
was arrested on an out of county
warrant.
On June 10 there was a call of
cattle out on Highway KK, but no
cattle were found.
On June 11 deputies responded
to a domestic abuse call in Paris
with no charges filed.

There was a call regarding an
open door at a Paris residence and
everything checked out OK.
Deputies responded to an alarm
in Paris and everything was OK.
On June 12 deputies received
information of a careless and imprudent
driver who threw a bottle
at a passing semi-truck. The vehicle
was not found.
Deputies took an accident report
of a minor two vehicle accident out
in the county.
On June 13 a report of a suspicious
person walking on Highway
15 north of Paris was received. The
individual was located and everything
was OK.

On June 14 a report was received
regarding cattle on Highway
24. The owners were around
and the cattle were removed.
The following arrests were
made in Monroe County.
June 8, Jerron L. Daily, Monroe
City charges/Boone County warrant,
released to Boone County;
June 9, Eddie Cockrum, Randolph
County warrant, posted $100
cash bond;
June 10, Christopher J. Osborn,
Monroe County warrant, posted
$150 cash bond.
