Mrs. John T. Proctor of Shanghai, China, arrived for a visit with Mrs. J.S. Conway, Mrs. W.B. Fahy and other relatives.
Tom Spalding was elected constable of Monroe Township and S.T. Pollard was elected justice of the peace at the November election.
Mrs. M.B. Proctor went to Columbus, Miss., to visit her parents, Mr. and Mrs. B.L. Owen.

November 17, 1938

Lieut. H.L. Dimmitt returned to his home in this city, having resigned from his post as director of the CCC Camp at Solon, Ia. He had been in CCC work for five years, serving at Fort Des Moines, Solon and other Iowa camps.
The Rev. and Mrs. Beryl S. Kinser were parents of a son, David Everett, born November 12. A daughter was born November 10 to Mr. and Mrs. Riley Stevenson, south of this city. Mr. and Mrs. Raymond King of near Hunnewell were parents of a son born November 9.
A debate class in the Monroe City High School was organized with the following members: Norman Barger, Mary Barger, Jacqueline Jayne, Eugenia McGlasson, Harold Kern, Earl Thomas Carpenter, John McFarland, Robert Hawkins and Charlotte Ann Henderson. Miss Crystal Loughhead, commercial instructor, was in charge of the class.

Mr. and Mrs. Wilfred Yates of Linn, Mo., were parents of a son, William Loren, born November 8. Dr. and Mrs. H.F. Ellis were parents of a daughter, Sonja Louise, born November 13. Mr. and Mrs. Delbert Elliott were parents of their seventh child and fourth son, born November 13. Mr. and Mrs. Kenneth Kendrick were parents of their fourth child and third son, born November 15.
Robert Lockett, son of Mr. and Mrs. C.W. Lockett, returned from fort Monmouth, N.J., where he was honorably discharged from the service.
Miss Rosemary Flynn, daughter of George E. Flynn of Paris, and William Evans, son of Mr. and Mrs. Paul B. Evans of near Monroe City, were married November 15 at Indian Creek by the Rev. P.J. Gannon.
Miss Kathleen Corder, daughter of Mr. and Mrs. William Sidney Corder of near Emden, and William Biel, Jr., of Quincy were married November 7 in St. Francis Catholic Church in Quincy.

An industrial development fund of $10,000 had been established in one year by the businessmen in Monroe City by means of small weekly payments.
Employees of the City of Monroe were setting the poles in preparation for the installing of the new White Way system on Main Street.
The Rev. and Mrs. E.T. Mangum were honored with a carry-in dinner before their departure for Arizona in the interest of Mrs. Mangum's health.
Mr. and Mrs. Norman L. Johns were parents of a son, Norman Lester, II, born November 6.
Miss JoAnn Calvert and Jarold Smith were married November 7 at Moberly and moved to Monroe City to make their home.
The Jimmy Dorsey orchestra was to play for the Thanksgiving dance sponsored by the Monroe City Knights of Columbus.

November 14, 1968

Captain Gregory A. Halsey, USAF was awarded the Distinguished Flying Cross at Scott AFB, Ill. He is married to the former Mary Gail Pendleton, daughter of Mrs. George Pendleton.
Rodney O'Bryan, Marvin Robinson and Winston Holliday, members of the Monroe City R-I football team were named to the Clarence Cannon All Conference team.
Local residents, as well as people in 19 states, were slightly shaken up at 11:04 a.m. when mild earth tremors shook the area. As far as could be determined, no actual damage was done in Monroe City although most people felt the tremors which lasted for several seconds.
Births: a son, William Derrick, October 26 to Dr. and Mrs. Winston Harrison of Littleton, Colo.; a son, Kurt Martin, November 11 to Mr. and Mrs. Dwayne Pfaff of Hannibal; a son, Scott Brian, September 17 to his adoptive parents, Mr. and Mrs. David Kuhlman; a daughter, Susan Elizabeth, November 9 to Dr. and Mrs. H. Wayne Sparks of Alameda, Calif.

The Monroe City Assembly of God Church held its first services in its new building on Sunday, November 5, with its pastor, Rev. Gerald Begley, conducting the services.
The Monroe City Panthers ended their season with an 8-2 season by defeating the Bowling Green Bobcats in the final football game by a score of 41-0.
Tony Franklin was named to the All-Conference Team, first team offense. Named to the second team offense were Eric Lear and Mark Yager, and second team defense, Tony Franklin, Paul Washington and Steve Mayfield.
Monroe City High School students named to the CCC Choir were: Sandra Whelan, Donna Hilbert, Kim Mudd, Susan Rothfuss, Melinda Morris, Mary McClintock, Paul Shepard, Jeaniene Lanham, Eric Lear, Debbie LaRue, Nick Lanham and Janie Potterfield.
Winners in a cake bake-off in which junior scouts participate d were Maureen Lanham, first; Alynda Loughridge, second; and Linda Smith, third.

Michael's Flowers was planning to host their 13th annual Open House on Nov. 20.
Petra Otto, an exchange student from Germany, visited with her host family Mr. and Mrs. William P. Smith, Sr. after being back in her homeland for several years. Petra was an exchange student from 1985-86 while attending her senior year at Monroe City R-I.
Beth Renee Gottman and Jerry Wayne Elsberry were married September 3 at the First Baptist Church by the Rev. Walter Callison and Rev. Richard Bridgett.
FFA Barnwarming Queen candidates included Yvonne Gander, Missy Hufford and Paula Yates.

Brittany Klement, daughter of Dan and Cindy Klement of Sacramento, Calif. and former residents of Monroe City, was to be in the Macy's Thanksgiving Parade. She was to be representing the Universal Cheerleaders Association.

Area land was given to Revolutionary War vets as bounty

One of the many ways family historians have to trace their ancestors is through land records. It would be nice to think that land patents are conclusive proof as to a land-owners residence in a particular place at a particular time, but that is not always the case. Our forefathers must have had an extreme amount of patience when dealing with the processing time of government land programs!

In 1776, the Continental Congress promised free land to those who engaged in military service and served until the end of the Revolutionary War, or until discharged, and to the survivors of those killed in the war. For some that promise was not fulfilled until 1855!

The veteran or their survivors had to complete an application to prove they were eligible to receive bounty land. These applications often contain the veteran’s age and place of residence at the time of application. If the widow was applying it would normally include her age, place of residence, the date and place of her marriage to him and her maiden name. An application by a survivor may list all of the veteran’s heirs at law. This is a gold mine for genealogists but may not prove a family ever lived in the area where their bounty land was located.

It was not until 1788 that Congress directed the Secretary of War to begin issuing bounty warrants, which could be transferred to another person, presumably for monetary consideration. Most of the warrants issued under this and succeeding acts were assigned at least once before being surrendered for land. The actual patenting of land in exchange for bounty-land warrants did not begin until about 1800, nearly a quarter century after young patriots had marched off to war. Even then the land may not have induced the veteran or their family to pack up their belongings and help settle the west.

Until 1830 the U. S. Military District of Ohio was the only place a Revolutionary War bounty-land warrant could be used. Beginning in 1830 a bounty-land warrant could be exchanged for scrip which was receivable at any land office in Ohio, Indiana and Illinois. In 1842 they were made good at any land office. The Scrip Warrant Act of 1855, gave veterans and their survivors land for government service performed between 1775 and March 3, 1855.

Most of the land patents issued in Monroe County, Missouri were for land purchased at the Palmyra Land Office under the authority of the “Act of Congress of the 24th of April, 1820, entitled: An act making further provision for the sale of the Public Lands.” That office opened in 1825 and over three million acres of land were sold through that office before it closed in 1858. The going price of land was $1.25 per acre.

By 1858 most of the desirable government land in Monroe County had been sold. The first patent of record was issued to Andrew Whittenburg of Howard County on January 28, 1822 at the Franklin Land office. Hume Sturgeon was issued the second on March 27, 1822, also in Franklin. There were none issued in 1823. In 1824 Jeremiah Burton received three patents through the Franklin office and Elias Bozorth, Robert Donaldson, Mary Johnston, James Mappin, John McGee, James W. Roberts, James H Smith, Hiram Williams and Benjamin Young received patents issued at St. Louis.

Even though the Palmyra Land Office opened for business in 1825, only one person, Stephen Scobee, received a patent that year in Monroe County. Four were issued in 1826, and less than 25 were issued in the next two years. Where the system bogged down is not known. According to published histories of Monroe County, after Missouri became a State in 1821, the settlers poured into Northeast Missouri and on January 6, 1831 the new county of Monroe was created from Ralls County. Many of our pioneer families appear in the 1830 Federal Census of Ralls County, but a search of land records does not reflect that early residence. It seems that 1833 was the year that the paper work finally caught up with the volume of sales. Over 300 patents were issued that year, although deed records at the Monroe County Courthouse show much of that land had already been sold on the secondary market before the original patent was issued.

Some applications were apparently lost for over 100 years! The patent that Ezra Fox, one of the county’s earliest settlers in the Middle Grove area, had applied for was not issued until May 13, 1971. It was “granted as and for a patent intended to have been granted and issued on June 1, 1825.” Another should have been issued May 10, 1825 to John Taylor but was not issued until May 15, 1978.

Until recently I had not been able to find Bounty Land in Monroe County. The Palmyra office may have closed in 1858, but it was another two years before the paper work caught up to the President’s desk in Washington and patents were issued for bounty-land warrants that had been processed according to the terms of the Scrip Warrant Act of 1855. The names of 46 veterans who received bounty land in the Government’s final attempt to reward patriots of all previous wars are primarily hidden under the names of two Paris businessmen who accepted assignment of the Military Script and patented land in the name of David H. Moss and Daniel M. Dulany. The amount of land received depended on the veteran’s rank. The 1855 act also allowed veterans of the Revolutionary War who had received some land under previous acts to receive additional acreage.

The accompanying list shows the name of the applicant, that of the veteran and their qualifying military service. A handful of script warrants were issued to other than Moss and Dulany, and are so noted. Some of the veterans and their families were by then well established residents of the county. Our 175-year history includes frequent mentions of the Buckner, Kippers, Dooley, Dry, Ford, Gentry, Guthrie, Helm, Lewellen, Maupin, McGee, Reavis, Smith, Turner, and Wood families. For most of the others who finally received the promised reward for service to their country, the land appears to have merely been a transferable asset, received after years of paper work and governmental delays.
